He Inquisitor uses this power as the basis for his blackmailing operations.

Anand Queri moved to the United States from London 15 years ago, taking a job with a small, corrupt criminal defense firm. There he discovered his particular talent for ferreting out the secrets that the district attorney didn't want brought to light about his witnesses. From there he developed an interesting side business in finding information for the tabloids under an assumed name. His information was always juicy and scandalous, and always, always accurate. Anand never lied, but he failed to see why people who weren't following the rules of society should be able to hide behind the law to keep those indiscretions secret.

When Anand's boss found out about his indiscretions Anand offered him a deal: He would stop working for the paper and provide them with the same legal services if the firm gave him unlimited discretion in using their resources for his own researches. Oh, and Anand wouldn't mention his bosses indiscretions to the IRS or his wife. That gave the future Inquisitor the basis he needed to found his expanding blackmailing business.

Developing his identity as the Inquisitor, he got himself leverage on a wide array of criminal enforcers and freelance hit men, who he uses to make up his ever changing gang, the Questions whom he calls Who, What, Where, When and Why. The only constant member of the questions is the Delectable Miss Howe, a former investigative reporter who is great at drawing people out in conversation or into bed. All of the Questions are under the Inquisitor's control through blackmail. They have little loyalty, but a lot of fear--of jail, of their former crime bosses, of other old enemies--and would never consider not doing what the Inquisitor wants. (The GM is recommended to develop a gang of the right power level for his gang and heroes, and assume that the Inquisitor can lay his hands on people with pretty much any skill he needs.)

Physical Description: If the heroes ever encounter the Inquisitor, he's a very tall (6'2") thin Indian man who affects wearing proper upper class British clothing in dark navy, including the bowler and the umbrella. The Bowler has an attached domino mask that effectively hides his identity. He perpetually wears a fresh orchid in his lapel. He also carries an advanced prototype energy pistol obtained through one of his clients (treat as a standard energy rifle, but it's small enough to fit in his pocket). Of course, since the character normally works in the shadows, they might never see him. Then again, if he does start targeting the heroes, he might send them a video tape, or arrange a holographic meeting--or even a personal one if the heroes are street level and he has a particularly strong group of Questions to back him up.

GM Notes: OK, I freely admit, I wanted to make a character like the Riddler. So sue me.

It's important to realize that the Inquisitor is a blackmailer and only a blackmailer--he'll have his boys do damage to anyone trying to use counter threats or violence to escape the blackmail, but if a potential client decides to come clean and go the media/authorities rather than pay up, the Inquisitor will let them. There are plenty of potential clients out there.

It's also important that Inquisitor never frames anyone--he'll only nail people for things they actually did on their own. Again, there's no shortage of sin and dishonesty among the wealthy--no need for him to make artificial changes to the market. In a twisted way, he sees himself as an impartial force for justice. In his eyes, he punishes those who have done things and thought they got away with it. That this punishment also makes him wealthy man, and is itself illegal, don't seem to bother him.

In a perfect world, the Inquisitor will never get near the heroes. But if one does get in his way, he'll go to great lengths to find out who they really are and what dirt they have hidden--having a costumed hero under his control would be a wonderful tool. He doesn't always demand money from the clients, though that is usual--some he brings into his service, or 'requests' favors. He is also a good side plot for heroes with secret IDs or those who routinely bend the law and use too much violence wile trying to keep a good image. That sort of hypocrisy would surely draw his attention, and his attention could make a good stick for getting the PC back on the straight and narrow.

It's also possible that they'll encounter the Inquisitor in his civilian ID first--if any criminal they capture hires Wall, Stone, Craft and Shelly to defend them, then they'll have the Queri on their side at the legal offices. The Players will see their case torn to shreds as the defense finds questionable aspects in all of their witnesses stories. This is also a way to bring the PCs to the Inquisitor's attention: if any of them are taking the stand Anand will research their backgrounds as well.
