The characters contained within these pages are provided here for use by any GMs out there who are looking for some nasty villains or insidious organizations to throw up against their indomitable heroes. They may also be used as inspirational sources for anyone looking to design their own villainous personas. To be perfectly honest, the only limitation on the way in which they can be used is the imagination of the user. To that end, we have provided full game statistics on each character as well as important background information in order to help integrate them into your own game. Where possible, character sketches will also be provided since players always seem to like being able to visualize what they are up against (gee, he looks kind of big and spikey so maybe I will just punch the little guy wearing the spandex swimming trunks). Welcome to the pages of Most Wanted Volume Two. This project is a compilation of villains and organizations for use with the Villains and Vigilantes role-playing game. These characters have been created by an online community of Villains and Vigilantes players who have worked together to provide gamers with another valuable resource they can incorporate into their games. The name of this site, for those who do not already know the story, comes from a much anticipated but never published supplement that has since been lost to the gaming world. Most Wanted Volume One and Three both made it to print, but Volume Two was never completed. . . until now, that is. While not an official product for Villains and Vigilantes, the group of contributors assembled in these pages represent what is likely the largest group of Villains and Viglantes supporters still alive and kicking. Most of the authors contained within these pages are currently involved in long-standing campaigns and many of them have also created web sites devoted to the game in which all kinds of valuable campaign and resource information can be found.
